@=aimeecruz - I have two folders of the circles, the folder on top is set to "Color Dodge" while the folder below it is set to "Pass Through" and all of the layers inside the second folder are set to "Color Dodge". That gives it the extra glow. Hope that helps!

I'd LOVE to know how you got them to "glow". I tried the tutorial and my bokeh is just white - transparent, but white. I'm so bummed! :(
